The Adelphi Road – UMGC/UMD Purple Line Station Area Sector Plan will be the guiding document for future development surrounding the Adelphi Rd - University of Maryland Global Campus (UMGC)/University of Maryland, College Park (UMD) Purple Line Station and the surrounding neighborhoods, for the next 25 years.

The Sector Plan will advance the goals of the Prince George’s County General Plan - Plan 2035, and will build upon the recommendations provided in the Purple Line Transit-Oriented Development (TOD) Study that was conducted by the Maryland-National Capital Park and Planning Commission in 2013. This plan will incorporate and build upon the ongoing Northern Gateway, Purple Line, and UMGC/UMD campus planning efforts. The document will replace the 1989 Approved Master Plan for Langley Park-College Park-Greenbelt and Vicinity, within the Sector Plan area. The Plan will examine the existing conditions and issues, and assets and opportunities, and identify strategies to implement the County’s goal of maximizing the benefits from the massive public investment in transit infrastructure through targeted transit-oriented development and accessibility improvements in the Sector Plan area through an inclusive public engagement process. 

All properties within Prince George’s County outside of the City of Laurel are currently proposed to be rezoned to the new zones contained within the County’s adopted 2018 Zoning Ordinance through the ongoing Countywide Map Amendment. Should properties require further zoning changes to implement the recommendations of this Sector Plan, a sectional map amendment will be conducted concurrently.

Final publication of the 2022 Approved Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Sectional Map Amendment (SMA) is expected to be completed in October 2022. Until then, the 2022 Approved Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Sectional Map Amendment (SMA) consists of the following five (5) documents available for download at bit.ly/ARSPSectorPlanSMA:

    Contains the Council approved revisions to the Plan
  2. Council Resolution of SMA Approval (CR-076-2022) (June 7, 2022):

  3. Planning Board Resolution of Plan Adoption (PGCPB No. 2022-41) (April 14, 2022):
    Contains the Planning Board adopted revisions to the Preliminary Plan

    Contains the Planning Board endorsed revisions to the Proposed SMA

Full Commission Final Adoption and Certification  

On July 20, 2022, the Full Commission of the Maryland-National Capital Park and Planning Commission (M-NCPPC) adopted the 2022 Approved Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and certified its concurrent Sectional Map Amendment (SMA). Council Approves Plan and SMA  

On June 7, 2022, the Prince George's County Council, sitting as the District Council, voted to approve, with revisions, the 2022 Adopted Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Endorsed Sectional Map Amendment (SMA), after reviewing the comments from the Planning Board on the proposed Council revisions to the Adopted Plan and Endorsed SMA (Council Resolution of Plan Approval CR-075-2022 and Council Resolution of SMA Approval CR-076-2022).

Planning Board Comments on Proposed Council Revisions  

On June 2, 2022, staff presented recommendations on the proposed Council revisions to the 2022 Adopted Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Endorsed Sectional Map Amendment (SMA) (April 14, 2022) to the Prince George's County Planning Board (view the meeting here). The Planning Board reviewed the proposed revisions and transmitted their comments to the District Council for review and consideration. 

Prince George’s County Council Work Session  

On May 12, 2022, and May 31, 2022, the Prince George's County Council, sitting as the Committee of the Whole (COW), held work sessions to review the public testimony on record for the Joint Public Hearing, and the 2022 Adopted Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Endorsed Sectional Map Amendment (SMA) (April 14, 2022). Subsequently, the Council transmitted proposed revisions on the Adopted Plan and Endorsed SMA to the Prince George’s County Planning Board for review and comment.

Planning Board Adoption  

The Prince George’s County Planning Board adopted the Preliminary Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan (with amendments) and endorsed its concurrent Proposed Sectional Map Amendment (SMA) (with amendments), on April 14, 2022. The Planning Board approved amendments to the Preliminary Plan and Proposed SMA can be found in Planning Board Resolution of Plan Adoption (PGCPB No. 2022-41) and Planning Board Resolution of SMA Endorsement (PGCPB No. 2022-42), respectively. View a video recording of the Planning Board meeting here.

Planning Board Work Session  

On April 7, 2022, the Prince George’s County Planning Board held a work session to review the public testimony and staff recommendations for changes (or amendments) to the Preliminary Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Proposed Sectional Map Amendment (SMA) that address issues raised in the testimony on record for the Joint Public Hearing (held on January 18, 2022). Joint Public Hearing

The Prince George’s County Planning Board and Prince George’s County Council, sitting as the District Council, held a virtual Joint Public Hearing (JPH) on Tuesday, January 18, 2022, at 5:00 p.m., to seek public testimony concerning the Preliminary Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Proposed Sectional Map Amendment (SMA). Stakeholders and members of the public provided verbal testimony on the Preliminary Sector Plan and Proposed SMA to the Planning Board and the Prince George’s County Council at this hearing. Submit TestimonyFor those unable to present a verbal testimony at the JPH, may submit their written comments/testimony by email to clerkofthecouncil@co.pg.md.us or sending a fax to (301) 952-5178 by 5:00 p.m. on Wednesday, February 2, 2022, when the record of public hearing testimony will close. Testimony and comments will not be accepted via social media, by telephone voice mail message, or U.S. mail.

In Person and Virtual Open House and Information Sessions

MicrosoftTeams-image (3)The project team held two separate Open House and Information Sessions in November 2021, to present the highlights of the Preliminary Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan and Proposed Sectional Map Amendment (SMA). Staff also answered questions raised by the attendees about the information presented. 

The In-Person Open House and Information Session was held on Wednesday, November 17, 2021, at the College Park Airport Operations Building at 1909 Corporal Frank Scott Drive. During the event, the project team met with the public in-person for three (3) separate sessions, following COVID-19 protocols. On Thursday, November 18, 2021, the project team met virtually with the public to present the same highlights from the in-person open house and answer questions from the public. Please view the video recording and presentation slides from the Virtual Open House.

Public Release of the Preliminary Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan, and the Proposed Sectional Map Amendment (SMA) for Public Review.

On October 28, 2021, the Prince George's County Planning Board released the Preliminary Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan, and the Proposed Sectional Map Amendment (SMA) for public review. The Preliminary Sector Plan and Proposed (SMA) are now available for viewing/downloads on our website. Comments on the Plan and Proposed SMA could be shared with the Prince George’s County Planning Board and the Prince George’s District Council during the Joint Public Hearing (JPH) scheduled for January 18th, 2022. More information regarding the JPH will be shared soon.

Market Study Report

M-NCPPC contracted with a consulting firm to prepare a market analysis of the Adelphi Road-UMGC-UMD Purple Line Station Area Sector Plan area. View the Market Study to learn more about the sector plan area, including demographics, and the market demand for housing and retail. It also highlights some of the challenges and opportunities that will be analyzed and considered in the preliminary sector plan, to be released to the public in Fall 2021.

The period for public input on the proposed growth scenarios from the Sector Plan Virtual Community Scenario Planning Workshop has closed as of Monday, June 14, 2021. Thank you for your comments on the growth scenarios. The project team will take your comments into consideration as we draft the Sector Plan that will be shared with the public in Fall 2021. Please continue to monitor our website for the latest information on this exciting new Sector Plan.  

"Vision and Goals" -  Working Draft

On Thursday, April 15, 2021, the Prince George's County Planning Department hosted a Virtual Community Visioning Workshop to help create the vision for this Sector Plan area. Community input received at the workshop greatly contributed to the creation of the preliminary working draft of the Vision and Goals. The Vision and Goals document will be the foundational document for the Sector Plan recommendations.

The period for public input on the Sector Plan Vision and Goals Working Draft has closed as of Wednesday, June 9, 2021. Thank you for your comments on the working draft. The project team will address your comments within the draft of the Sector Plan that will be shared with the public in Fall 2021.

Virtual Community Visioning Workshop

On Thursday, April 15, 2021, the Prince George's County Planning Department hosted a Virtual Community Visioning Workshop to help us create the vision of this sector plan area. The visioning workshop materials are now available, just in case you missed it.

Office Hours

The Adelphi Road-UMGC/UMD Purple Line Station Area Sector Plan project team offered virtual office hours every Wednesday and Friday through February 2022. This was a chance to have a "one-on-one" chat with the project team to formulate ideas that you want to share with your community planners about this project. Thank you for your participation!

Community Survey

Between December 9th, 2020 - January 8th, 2021, the ARSP Project Team gathered input from the community on the current issues and future needs facing the sector plan area and surrounding neighborhoods, using an online Community Survey. The survey received a good response from the community - with approximately 138 participants. The project team analyzed this feedback, which will help in informing its assessment of existing conditions. See the results of this survey here.
